Countermeasures and Proposals for Strengthening the New Pollutants Control in China under New International Situation Beyond 2020

  • 摘要: 化学品作为环境污染的重要源头之一,其健全管理已进入“2020年后”国际重要议事日程。本文梳理了近期国际社会化学品健全管理最新动向,包括《国际化学品管理战略方针》(SAICM)及2020年后化学品和废物健全管理框架磋商进展、第5届联合国环境大会审议通过的相关决议、进一步促进化学品和废物健全管理并防止污染的科学政策委员会筹备情况等,详述了SAICM 2020年后框架文本内容,分析了国际形势新变化新要求。化学品健全管理已成为全球环境治理的重要篇章,我国面临新的国际形势与挑战。新污染物治理是党中央对深入打好污染防治攻坚战提出的新要求,是当前有毒有害化学物质环境风险管理的首要任务,与国际化学品健全管理目标高度契合。现阶段应凝聚国内外合力,主动应对国际挑战,开启我国新污染物治理新征程。
