摘要: 化学品作为环境污染的重要源头之一，其健全管理已进入“2020年后”国际重要议事日程。本文梳理了近期国际社会化学品健全管理最新动向，包括《国际化学品管理战略方针》（SAICM）及2020年后化学品和废物健全管理框架磋商进展、第5届联合国环境大会审议通过的相关决议、进一步促进化学品和废物健全管理并防止污染的科学政策委员会筹备情况等，详述了SAICM 2020年后框架文本内容，分析了国际形势新变化新要求。化学品健全管理已成为全球环境治理的重要篇章，我国面临新的国际形势与挑战。新污染物治理是党中央对深入打好污染防治攻坚战提出的新要求，是当前有毒有害化学物质环境风险管理的首要任务，与国际化学品健全管理目标高度契合。现阶段应凝聚国内外合力，主动应对国际挑战，开启我国新污染物治理新征程。

Abstract: As one of the important sources of environmental pollution, the sound management of chemicals has entered the international agenda beyond 2020. This article presents the latest trends of sound management of chemicals in the international community, including the negotiation progress on the framework of Strategic Approach to International Chemicals Management (SAICM) and the sound management of chemicals and waste beyond 2020, relevant resolutions adopted by the Fifth United Nations Environment Conference, and preparations for the Science-Policy Panel to contribute further to the sound management of chemicals and waste and to prevent pollution, elaborates on the content of the framework text of SAICM beyond 2020 and analyzes the new changes and requirements of the international situation. The sound management of chemicals has become an important chapter in global environmental governance, and China is facing new international situations and challenges. As a new requirement of the Communist Party of China (CPC) Central Committee for deepening the battle against pollution, new pollutants control is the primary task of environmental risk management of toxic and harmful chemicals, which is highly consis-tent with the international goal of sound management of chemicals. At present, it is necessary to gather joint efforts from both domestic and international sources, actively respond to international challenges, and embark on a new journey in the domestic new pollutants control.
