摘要: 在分析环境保护市场化推进经验与制约瓶颈的基础上,从公共物品、准公共物品和私人物品特征明显的环境保护领域3个方面提出了环境保护市场化推进的重点领域与推进机制,并从加大监察执法力度、优化专项资金使用、强化政策引导和加强环保市场监管等方面提出了环境保护市场化的推进措施与建议。Abstract: Based on the analysis of experiences in market-oriented promotion of environmental protection and limiting factors, key areas and promotion mechanism of environmental protection marketization were proposed in the fields of pure public goods, quasi-public goods and non-public goods. Furthermore, several measures and suggestions on promotion of environmental protection marketization were put forwards from the aspects of intensifying the supervision of legal enforcement, optimizing the use of special funds, strengthening the policy guidance and enhancing the supervision management of environmental protection market.
