摘要:
分析了与环境密切关联的工业化、城镇化以及产业、资源能源、人口等中长期发展态势,发现这些影响因素大体会在2020年、2030年及2050年分阶段进入转折平台期。中国在由"老三步"向"新三步"发展战略路线调整中,更加关注对绿色发展、生态环境保护阶段目标的刻画。为此,文章首次提出依据工业化、城镇化等影响因素的阶段态势,研究制定2020年、2030年、2050年绿色发展"再三步走"战略路线图,为环境保护提供中长期战略指引。
Abstract:
In this paper, the mid-long term development trends of industrialization, urbanization, industries, energy and resource, population and other factors closely related to the environment are analyzed systematically. It is found that these influencing factors would come into the transition period in 2020, 2030 and 2050 respectively. During the adjustment process of the strategic development roadmaps from "the Old Three-step" to "the New Three-step" in China, more attention should be paid to set up targets for green development and eco-environmental protection. Therefore, in the paper, it is firstly proposed that according to the stage trend of the influencing factors such as industrialization and urbanization, the strategic roadmaps of "Another Three-step" for green development in 2020, 2030 and 2050 are studied and developed, providing a strategic guidance in a medium-long term for environmental protection.
