摘要: 从"无废城市"建设的现实需求和内在动力出发,阐明"无废城市"建设的必要性与紧迫性;对"无废城市"建设进行系统性思考,把握"无废城市"建设的具体内涵,进而明确"无废城市"建设的现实路径;并对"无废城市"建设所涉及的相关政府责任主体进行了界定,以期为成熟与可复制的"无废城市"建设模式的推广提供支撑。

Abstract: In this paper, considering the realistic requirements and internal motivation of " zero-waste cities " construction, the necessity and the urgency of this construction is clearly explained. According to systematically deliberating and grasping the specific connotation of "zero-waste cities" construction, the realistic path for this construction was put forward. As well, it defines the relevant government responsibility subjects involved in the construction of "zero-waste cities" in order to provide the support to duplicate this construction mode.
