摘要: 从法律法规、体制机制、运营管理等方面,识别分析三江源国家公园建设和运营期间的风险类型、风险来源、风险作用机制及影响,定性分析了三江源国家公园建设期间和运营期间的管理风险、经济社会风险以及生态环境风险,并对风险程度进行综合评价,在此基础上提出了风险防控建议。

Abstract: This paper recognizes the risk type, risk source, risk mechanism and influence in the construction and operation for the Three-River-Source National Park from the aspects of law, regulations, institution mechanism, and operations management. It qualitatively analyzes the management risks, economic and social risks and ecological environmental risks during the construction and operation of the Three-River-Source National Park. In addition, this paper makes a comprehensive evaluation for the degree of risk and puts forward suggestions for risk prevention and control.
